Rather than having an additional role for translators, translators are marked with flags. This will allow you greater flexibility in the future for these types of rules.
The Mark user as translator option on a user account triggers an "[itextpdf.com] Content has changed - translation requested" email to be sent to that user whenever English content is changed (published).
Translation alert emails will only be sent to users which have permissions to create drafts of the specific content type:
